At Theia, we believe disaster preparedness and recovery resources should be accessible to everyone. Our users include older adults, people with disabilities, people using assistive technologies, people navigating recovery under significant stress, and people accessing our Services on older devices or slower connections.

Accessibility isn't separate from our mission - it's part of it.

Our Commitment

We are committed to providing an accessible digital experience and work toward conformance with the Web Content Accessibility Guidelines (WCAG) 2.2, Level AA.

Accessibility is an ongoing effort. As we add new features, publish new content, integrate third-party services, and expand our platform, we work to identify and address accessibility barriers.

How We Support Accessibility

Our accessibility efforts may include:

  • Automated testing. Using accessibility testing tools to help identify common accessibility issues.

  • Manual review. Reviewing key pages and user flows for keyboard navigation, screen-reader compatibility, focus order, forms, labels, headings, contrast, and other accessibility considerations.

  • Assistive technology testing. Testing important user experiences with commonly used assistive technologies where practicable.

  • Accessibility reviews. Reviewing accessibility as our platform evolves and following significant changes to our digital experiences.

  • Third-party review. Engaging qualified third parties to evaluate our digital accessibility where appropriate.

  • Ongoing improvement. Addressing identified accessibility issues based on their severity and impact on users.

Known Limitations & Areas for Improvement

Accessibility is an ongoing process, and some areas of our Services may not yet provide the experience we are working toward.

Current areas of improvement may include:

  • Language accessibility. Our Services are currently primarily available in English. We are working toward expanding language access, with additional language support planned beginning in 2027.

  • Third-party content and services. Some features, documents, websites, payment tools, forms, maps, or other experiences provided by third parties may not meet the same accessibility standards as Theia's own digital experiences. We work to select accessible partners where practicable and encourage our partners to improve accessibility.

  • PDFs and downloadable documents. Some documents provided by Theia or third parties may not yet be fully optimized for screen readers or other assistive technologies. We are working to improve the accessibility of documents we publish and can provide assistance or alternative formats upon request.

  • Older content. Content created or obtained before our current accessibility practices were implemented may contain accessibility limitations. We prioritize remediation based on use, importance, and user impact.

  • Multimedia content. Some video, audio, or other multimedia content may not yet include complete captions, transcripts, audio descriptions, or other accessibility features. We are working to improve these features as our content library grows.

  • Third-party integrations. Certain embedded tools or integrations may have accessibility limitations outside of Theia's direct control. When we become aware of a significant barrier, we work with the applicable provider or evaluate reasonable alternatives.

As we complete accessibility reviews and testing, we will update this section to identify significant known barriers and, where practicable, our plans for addressing them.

If you encounter an accessibility barrier - whether or not it is listed here - please tell us using the contact information below. Your feedback helps us identify issues that automated and manual testing may not catch.
